Well, Legalizing a bunch of drugs, decriminalizing... crime will fuck up a city. How many more liberal/progressive/blue examples do we need to see to prove this? None of the "red" cities are having these problems....

Well, about 40+ years of that in places like Chicago seems to "agree" with that method.
the district will have to rely on its property owners to "Address an issue the city should be addressing.
You may want to withhold your taxes, since you're being forced to take on that burden the city would normally be expected to handle.
I think the drug use is a huge problem.
Ummm.. there's a big elephant in the room you need to acknowledge before you can solve your problem. The drugs, crime and violence actually come from niggers. There! It's out there now. Deal with it.
Should someone tell the merchants that they are the problem.
