No shit. They want to make it so they can do things off the record and not get in trouble for it. I say investigate and FOIA all of them right now because its clear that they are doing exactly this. They only try to make new rule/law changes after they are made aware that what they have been doing is not legal.. So they try to make it legal then claim ignorance.
