The state as well as companies will have to buy all new electric equipment and a crap load of batteries, it will also take 3-4x as long to do the same work. It will also still be loud, just a different pitch.

What is even more funny is the horsepower limits.. That will mean that if they don't buy electric gear, they will just buy higher horsepower gear that will be louder and possibly pollute even more.

So, the lawn mowing contractors will end up towing a diesel generator around with them to recharge the batteries then?

Yeah, that or something similar. Including charging a massive premium for having to buy all new gear and employing people for 3-5x as much time to do the same work since every time a battery runs out you have to go back to the truck (that may or may not have been stolen or looted) to put a new battery in.
