If they want to make it so property owners are incentivized to allow people to hike on their land.. Make it the responsibility of the hiker if they get injured or something. Until then I would never let someone on my land even if I wanted to allow hiking. The fact that someone can sue you for using a trail on your land is kind of stupid.
