This is often caused by dicks from out of state bringing their watercraft into the state and not getting the craft properly treated and allowing for the "time out" period before they put it into the water. And yes, this includes ANY type of inflatable that has been used in another body of water previously as well. Five more adult zebra mussels were found Oct. 1 on the bottom of buoys. Wildlife officials said the discovery was troubling, though not surprising. The agency has been working for 15 years to keep the state free of the nuisance species that can cause millions of dollars of damage to water distribution systems."
