I am soooo shocked! You won't see it on the national news like you do with the insanity in California but a lot of the same things are happening in the Denver Metro.

If only there was a publicly sanctioned organization and some sort of rules or guidelines of what is acceptable social behavior regarding property and a set of punishments that would be enforced if you failed to adhere to this set of rules/guidelines.

Could that possibly work?

I've heard that many years ago there may have been a concept like you described, but apparently the same 13% of the population keep getting punished over and over. Certain people decided this was fair. But I can't remember.
