At the same time, the state has passed a law to forbid "anti-growth" laws. Basically what it means is that Denver costs too much to live in. The Denver Metro cities don't want to become high-density shit-holes to supply low-cost labor to the city of Denver so they create growth-limiting laws.
This causes the metro cities to cost as much or more than Denver to live in. There is no real win here for anyone. High-density living (at least how it is done in the US) is cancer.
