I thought that as well but the neck tattoo seems similar. Still they could be related.
If I recall correctly, there was a male (possibility a nigger) who was obsessed with manipulating his body and ended up turning himself into the last pic. The article stated that he couldn't find anyone to hire him considering the grotesque appearance.
Perhaps the two were friends or had the same "tattoo" artist. The last picture clearly has the subject wearing a choker, which implies its a female, and the distorted facial features still have some resemblance to a female..
Now I need to find the other story.

The first guy you found, Anthony Loffredo, is definitely the one in the last picture. He seems to be on a completely different level.

The last image has no chest tattoo so can't be her.
