Failure depends on your perspective. She was rewarded for acting the way they wanted, as a tyrannical dictator and human rights abuser. That is why she was rewarded, for doing as much damage to ordinary people as possible and destroying her country as much as possible. Thinking that she "failed" confuses her purpose.
