Here's how I'd have handled the situation if this "thing" tried to come into my restaurant.

"Hello there. So, I'm going to be up front with you: your appearance is frightening to our other customers so you are not welcome inside our establishment. We'd be happy to provide you the carry out option of course, and hope you'll take us up on the offer and give us your business. But you won't be staying inside our building. Please exit the building."

"But that's discrimination!!!"

"We reserve the right to refuse service to anyone. See you later. I've got a restaurant to run"
