No, to stop teens from vandalizing because they buy eggs and flour to attack buildings and people.

It's like toilet papering someone's house. They call it an "egging."

You smack someone in the head with an egg, then smack them with flour to make the flour stick to the egg. It's annoying and effective. Hence this shop no longer wanting to participate in teenage shenanigans. Probably because they see kids loading up with lots of eggs and flour and they are obviously going to get up to teenage shenanigans.

I'd figure that closer to 100% of teenagers buying eggs and flour are not baking cakes, hence the policy is sound.

It wasn't the government, it was the market. So it is business doing business stuff.
