Let's be honest, none of these dune-coons are going to visit English stately homes or similar places of history and culture. They're going to flock to depressingly grey urban centers populated by people like themselves. I'm guessing this pricing policy is a way of warding off any potential accusations of these institutions denying access to refugees, knowing full well that they won't visit regardless of the price of entry.
