This is following the idea that immigrants should adopt the culture of the nation they've adopted. Giving them free access to learning about that culture isn't a bad idea at all. Further, immigrants who refuse to learn that culture won't be interested in visiting these sites in the first place. Letting them into the country in the first place is a more important debate.

I hope children are given free access as well, for similar reasons.

Most (non Western) countries are the opposite. E.g. if you go to a tourist attraction or historical site in Thailand, and you're white, you pay the Falang price (the foreigner price), which can be several times the price for locals. If you're a white person who lives in Thailand, you usually have to argue with the cashier, in Thai, for them not to charge you the Falang price.

Let's be honest, none of these dune-coons are going to visit English stately homes or similar places of history and culture. They're going to flock to depressingly grey urban centers populated by people like themselves. I'm guessing this pricing policy is a way of warding off any potential accusations of these institutions denying access to refugees, knowing full well that they won't visit regardless of the price of entry.
