With working poor frequently moving and welfare recipients unwilling to pay, you have wifi deserts in most urban areas. That is what Obama phones were supposed to solve. Municipal wifi just creates more tax and control for the government. Socialize a functioning market to make those that pay subsidize those unwilling to pay.
