There was a time before the internet, people used to go to libraries. Happened all the time. Today, there is WiFi all over the place people can use for free. Only in your fucked up brain is this an issue. There is no right to private home WiFi.
Speaking of that, why don't you speak about all the people you've made homeless? Don't you think having a home is a higher priority?
It isn't that the wifi is unavailable it is that it requires a contract at a residence and in most cities around $100 a month. With working poor frequently moving and welfare recipients unwilling to pay, you have wifi deserts in most urban areas. That is what Obama phones were supposed to solve. Municipal wifi just creates more tax and control for the government. Socialize a functioning market to make those that pay subsidize those unwilling to pay.
