I mean, cops are there to investigate crimes. If no crime has been alledged or even suspected, what are cops investigating? These are, of course, rhetorical questions. The cops are investigating to find the people who engaged in the exerxise of free speech, fully within their rights enumerated under the forst amendment. And once the 'guilty' party is found the goal is to exact an extrajudicial punishment.
