It's about creating self fulfilling prophecy. They edict it now to exert pressure to change perceptions now in hopes it will make it true in the future. If it's mandated in the future then the current bet is hedged. Right? Right?!? This is about market perception and therefore market manipulation. Isn't government mandated product purchase (fascism) awesome?
