Somebody in the comments said the guy filming actually was talked to about his video and it's a pending investigation. As in, he's under investigation by his employer for harassing the man stealing.

But in most places it's legal to hire security that are allowed to stop them.
I've worked retail and we just weren't allowed to physically stop them but were encouraged to kind of crowd them like this guy did. Just an attempt to make them nervous so they would possibly ditch the shit.
