That's always the problem with government deciding who's the "bad guys." Every single time throughout history the first implement the power by choosing a group universally reviled so nobody will object. Once they have the power to de-person people it morphs into "anybody I don't like." Every. Fucking. Time. The ONLY answer is that nobody, including government, can ever have the power. Period.
