Eventually, the teen's legal team instead filed a report with the Sheriff's office because they believed Kyle "didn't have enough money" to make the suit "worth it."

So? They wanted to cash out first before getting the state involved. If the civil case ends on their side: the criminal proceedings after are an easier slam-dunk where the state doesn't get restitution over the girl. With the civil first, the girl gets "restitution" by way of the suit, and the state gets none.
