According to the outlet, the case is connected to a March 2019 civil suit, which involved Kyle being sued for $1.5 million for allegedly sending "numerous sexually explicit text messages, images, and videos" via Snapchat - however, he claimed he was being extorted.
Eventually, the teen's legal team instead filed a report with the Sheriff's office because they believed Kyle "didn't have enough money" to make the suit "worth it."
Could very well be a cash grab.

So? They wanted to cash out first before getting the state involved. If the civil case ends on their side: the criminal proceedings after are an easier slam-dunk where the state doesn't get restitution over the girl. With the civil first, the girl gets "restitution" by way of the suit, and the state gets none.
