I have the same question of the mother of 13yo who was drugged/raped by Roman Polanski. The mom was an actress and model and should have known better than to leave her at that Hollywood mansion by herself for photoshoots. Or the was the mom trying to get her a headstart in the industry? Ultimately it is the parent's decision to protect their child, not the govt's. Single, cuckolding, and/or libertine woman are worthless at this.

Childcare and raising should be solely the parents’ job, the government should not have any say in it.
