Note the passive voice - "a decision was made" ie no one is owning up to it. Is Common Core to blame for people having no clue as to the properties and behaviour of gasoline? I know people still pour petrol on barbecues every summer - setting themselves alight and barbecuing their children and pets in the process - but how is it possible to think you can torch a grassy sports field to dry it out?
