Even if you are mayor or city counsel you cannot fine the federal government for fencing in their own property. It's not even subject to the state laws except trash or anything leaving the property. Fucking idiots think the feds are answerable to them. Wait till the mayor and counsel have irs audits done because of their behavior, I think we'll find if bitcoin wallets are added on and an inspection of their homes and other property funding far exceeding their paid salaries by millions even. Hell in depth audit would put half of all fed state and local leaders in prison I think nowadays and even the workers at the management level would have big problems explaining some stuff to the auditors on how they can live like this on a government salary without a second unclaimed source or income besides bribery being the first assumption.
