In the medium to longer term, this will not work, even if they achieve their initial aim. The high technology that they think they will have access to relies on economies of scale to ensure that the ability to create and maintain that technology exists. Once you destroy the mass "middle class" market that buys cars, computers, phones, boats, etc. The industry that is responsible for the production of those items will collapse. A car would return to an extreme luxury item that is made bespoke for the customer, and the fuel to power it crafted in small batches at enormous cost.
