The people controlling dams have great influence on water levels. A, "pool," which is the river between two dams, can be adjusted several inches in depth in minutes, really. I have seen this on the Mississippi which is an enormous river with a system of dams to maintain navigable depths for shipping. The river can be raised and cover a sand bar during your picnic in a moment.
