Who knows. Jesus says:

... everyone who looks at a woman with lustful intent has already committed adultery with her in his heart

So don't do that. Also this answers your question about action being required. There are many "sins of the heart" that do not always have an outward manifestation.

Recognizing attraction, and lust are completely different things.

Right. That's where "WHO KNOWS" comes in. If you lust, that is sin.
