I seem to recall this pertained to the priest class, and not the everyday worshiper. I could be wrong. But I think it's where Paul/Timothy got their list for those who can go into ministry, as well as the list of sinful people who will not inherit the kingdom of God if they continue down their path. Cutting or mutilating your junk is not an unforgivable sin, assuming you repent to the Lord in faith.
