Read the rest of Romans 13. It clearly defines what a ruler is and what his (or its) responsibilities are.
3 For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:
4 For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.
If the person or government claiming the mantle of ruler is not a terror to evildoers but instead a terror to good, then it's authority is falsely held and there is no obligation to obey.
render to Caesar the things that are Caesar's
There is no obligation to abide commands outside the scope of the ruler's authority even if he is just in other ways.

Came here to say this. I would only add, that by cooperating with an evil government, you are endorsing and facilitating their actions. We are not just dealing with a government that makes rules we do not like. We are dealing with a group of people trying to make themselves the god in your life. To give them control over parts of your life they have no right to is to help them take those rights and more from other people. When the government stops fulfilling it's role (to be the minister of God) then our real duty would be to install someone who does the job correctly.
