23 And he that doubteth is damned if he eat, because he eateth not of faith: for whatsoever is not of faith is sin. - Romans 14:23 (KJV)
Paul has been teaching on not eating meats that have been sacrificed to idols, if doing so would cause your brother to be offended. We should never eat anything, or drink anything, or do anything, if it will cause our brother or sister to feel condemned by our actions. It is just confirming what Jesus said about loving our neighbor as ourselves (Matthew 22:39), as we should treat them as we would like to be treated. The word translated “damned” in this verse is not talking about eternal damnation, but means to condemn, and is just saying that it will cause our conscience to condemn us.
This statement of “whatsoever is not of faith is sin” is a powerful statement, and can shed light on many things as being sin, that we would not realize were sin. A person, who is born again, and tries to live under the law given through Moses, is actually living in sin, as the law was not of faith (Galatians 3:12), and what is not of faith is sin. Wow, that means that any born again Christian, that falls back into trying to earn righteousness by keeping the law, is sinning against God. All born again Christians must live by faith in Jesus, and enter into the rest that it provides, and quit trying to earn their way into heaven by their actions, and just give themselves to God as a living sacrifice (Romans 12:1). That is faith, and is what pleases God (Hebrews 11:6). Praise God for His rest He has provided for those that love Him.
