7 What shall we say then? Is the law sin? God forbid. Nay, I had not known sin, but by the law: for I had not known lust, except the law had said, Thou shalt not covet. 8 But sin, taking occasion by the commandment, wrought in me all manner of concupiscence. For without the law sin was dead. - Romans 7:7-8 (KJV)

Paul is answering a question that comes up when we teach grace (that we are saved without works), because if our salvation is the grace of God, then why can’t we just live in sin? This leads to the question of “Is the law sin?”, and Paul is saying no, the law was good (Romans 7:12), but we just couldn’t keep it. What the law did was make us aware of our sins, and the whole purpose of that, was to make us realize that we needed a Savior, to be saved. The law was not meant for us to keep, but it was to make us realize how sinful we were, and was needed to slow down the devil killing us all with sinful habits. It was meant to be only temporary until Jesus could come and redeem us (Romans 8:3).

Sin came alive by the law and made us realize that we were all guilty before God (Romans 3:19). Sin was dead before the law came, as we didn’t realize it was sin until the law came. Man was sinning in a big way, but didn’t realize that it was an offence against God, until He gave the law. There was nothing wrong with the law, but man could not fulfill it, so it brought us to the point of realizing that no one could become righteous by keeping the law (Romans 3:20). This is why we need a Savior, and you must be born again to be saved (John 3:3). Praise God that He sent Jesus to do what we couldn’t do, and save us.
