They are not gods, per se, but emanations and creative principles from God. On the one hand, we understand them separately as a metaphysical construct for reasoning about God's perpetual creative act, and on the other hand they are collectively taken together to be YHWH (Yahweh). If you zoom in on that image, you'll see that several of the Sephira have designations of Elohim. To get a better understanding of these Sephira, think about the Christian Trinity. The three aspects of the Trinity are hypostases. These levels of the Kabbalistic tree are similar, where instead of forming the triangle, the cosmos is seen as a descent down from God through the various levels until we get to the physical world.
