Looks like a 4x12 or 6x14” column, with 6 runs of rebar, and they look like #7 of 8 from the view…which I think is sized correctly.
The largest structural column are almost always located inside the buildings, not on the edges.
Even if they follow the design safety standards, I wouldn't trust the quality of the concrete and rebars. These buildings are just houses of cards waiting to collapse.
