A vacuum failure could be catastrophic. If there were a sudden rupture in a section of the tube, the result would be a "wall" of air rushing into the tube at close to the speed of sound. Should a train be travelling toward that, it would impact the wall of air like hitting concrete, resulting in a tube full of mashed passengers.
