I guess that governments around world will step in with regulations to limit access for common citizens to this tech and keep these tools for himself and his pets. This stuff can be dangerous, can cause all kind of social disturbances, riots, even wars.

If AI was a sentient super intelligence it wouldn't need to take over the world with terminators or by launching all the nukes. It would just hack idiots brains by inserting "exploit code" into images of cats it generated and was showing to people.
