In English they are, because when they speak English we are their audience. English speakers need to be more aware of this, we think everyone speaks our language so just accept it as normal when the likes of the CCP are releasing statements in English. But they’re releasing them in English for us. It’s like when Nethanyatu gave that power point presentation about the dangers posed by Iran and spoke exclusively in English during it - it’s because he was appealing to the American public, not his own public.
