That comment assumes that the CCP has to disarm its citizens to then do as they please.
HK citizens were under UK rules up until 1997 (and under Portuguese rules until 1999 for Macau), even under these regimes, owning firearms was a criminal offense.
So the CCP can't disarm its citizens if they don't own firearms.
Most murders are done by poisoning or stabbing/hacking with chopping knives, very common in kitchens here.
