Anyone with some time should read about the government group TIA (Total Information Awareness). They literally used the symbol of the all seeing eye as their "logo" and mocked people who rightly accused them of spying on everyone.

Short version of the story - The group was broken up and disbanded.

Real story though.. Each of the pieces they broke off all still existed and were just scattered under various other groups like the FBI/CIA/(and now DHS) etc...

I was going to reference TIA. People got all bent out of shape so they said they wouldn't do it, and did it anyway just slightly less obviously. They're doing the same with this. In fact, it's probably on purpose to fool people who don't pay much attention. Wonder how many grillers are saying "we stopped it guys, good job!"
