or just using the blur tool on light touchup and picking a large area, but this fool put the thing on medium or higher and also used the dodge tool also at to high a setting to lighten the hell out of his skin, aka extra white boy. I'm assuming a manager or a person that has no experience or little experience did this shitty job at editing this, like a person using the graphics editor for the first time or with no lessons just thinking they have a talent for this. Kind of reminds me when I tried to do some shit and it was so bad instead of starting over I just deleted the edit and the original image to not have a temptation to be so bad at something.
