Not defending Joogle here, but make sure it's not a 3rd party privacy/adblock extension that does this.

Edit: It could also be cloudflare that is blocking you based on your location. Many websites are using this service, especially the ones mentioned in your title.

Or even the ISP's DNS servers. Changing them won't help sometimes, I've had problems where my ISP would trap common DNS servers and STILL redirect them. Called them on it one time and was told "It's a known problem" and they got pissy with me when I said "Fix it then, you're fucking up things here that I expect to respond in a certain way."
