I asked Putt numerous times about building a facility into Voat where a mod could put an off topic post into a holding area where it could be subsequently "adopted" into the appropriate sub... and all I got was a blank stare. I don't know how this system is designed, or what it would take, but it seems to me that this would be a useful feature.

It does exist already, but it's not enabled yet.

We (@pmyb2 and I) want to come up with the best option that will not be abused by mods.

Well that is another issue that Putt had no problem ignoring, and that is Mods need to adhere to a very strict set of rules where there is little room for misinterpretation of said rules. What currently happens on Voat is that there is a set of rules for users, but there is nothing for mods. This opens it up for people with little emperor syndrome and narcissists to piss people of creating a bad atmosphere throughout the entire site. With a well defined set of rules for both users and mods, defined while the site is small, it builds a homogeneous culture throughout the site which will remain as the site grows.

People hate change, and this is why this has to be done early on.
