When he does it today can you record what it sounds like from your home so we can all hear. Might be a little tricky but it's worth a try. In your neighborhood do you guys have any tennents set up? Kind of like an unenforceable HOA list of do's and don'ts? Religious freedom doesn't entitle him to be annoying. Because if you're losing joy in your life from sonic invasion that's just as important as calls to God. By the way I'm not a lawyer or even a homeowner but I've had a deal with shitty neighbors when I had an apartment and then going back home to visit my father and dealing with idiots there as well. There might even be rules about having a commercial business and a residential area. I know there are where my father lives.
During daylight hours, FORTUNATELY there is no constitutional law against making noise.
In my area you can be as noisy as you want between 7am and 10pm, 11pm Saturday and Sunday.
The closest house is 100 yards from me but I still get the cops called on me regularly for listening to music on my screened porch. It's bullshit because ordinance says the music has to be clearly discernable from inside the offended persons house but it is clearly not that loud. Some asshole comes to my property line and if he hears it he calls. Cops come and ask me nicely to please turn it down a little bit.
