No, he is Italian. His parents are from Italy. He was ordained a bishop in the new rite which is doubtful to say the least. He was heretic when he was archbishop. His beliefs align with masonic beliefs. This is why the masons applaud him as they have applauded all the Vatican II anti-popes.
