Yes, it’s much easier to put more clothing on than to try to stay cool in standard office attire. I had a woman boss like this who wore short sleeved silk blouses in the winter and was always cold, she dictated the setting of the office. I wore a wool blazer or wool sweater (because it was winter in Colorado and that’s normal, and I spent half my day in other areas of the building that were a standard temperature) and was really hot. It is just stupid.
