Click bait. If you want to drive your classic car whenever you want register it as such. Registering a classic car as a collectors car and then wanting to use it otherwise is disingenuous. Do I agree with the whole vehicle registration process in general? Absolutely not, it's just another fucking tax. But they aren't banning these cars, at least not yet, they are just trying to make the loophole smaller.
