Yes. Subsidies are the only way to make the things cheap enough for consumers to swallow. I could see (and have seen) electric vans being used for deliveries in cities. They seem to work for that kind of operation, especially since you can just go back to the depot and get another truckload in a vehicle that's ready to go.
