They won't. It's not about getting people into EVs, it's about getting them out of cars entirely. They are sick of people having the freedom to travel.
With a car, you can go anywhere you want.
Imagine going to a gas station and waiting over 5 hours to fill your tank. Oh, trying to find a working pump.
They want to ban the sale of ICE cars, without inciting the population (so they have an "alternative" in EVs). But... EVs are very expensive, don't work very well and will very soon be all but impossible to insure due to the risks of battery fire, as well as being written off in any minor accident. They want people to "choose" not to have a car, because doing so will be too expensive and inconvenient. Despite it previously being relatively cheap (exorbitant taxes on fuel etc notwithstanding). They want you to forget that it was cheap, that you had freedom. Now you have "safety". Since you now don't have a car, you'll need to live in proximity to your job and public transport. Welcome to your 15minute city. You won't be able to afford to buy a house though, you'll only be able to rent a small apartment, a habitation cubicle if you will. There will be no room to store stuff... so you'll rent things you need (camera's, ski gear, tools, etc). You'll own nothing and you'll be "happy", because if you don't smile for the government, you'll lose points on your social credit score and you won't be allowed to rent "stuff".
