We should concentrate all of the "inner city youths" and "joggers" into a high density housing project made out of extremely dry timber, put all of the prototype Toyota solid state battery cars inside with the keys in the ignition, a few thousand watermelons, a few thousand buckets of KYC, one weapon for every resident, and four "grape drank" reservoirs at each corner of the project, then come back in a few years to see what happens. It'll be far more thorough than a crash safety test.
