Why they don't do this in many large cites I have no idea. It would be great to have one way tunnels no speed limit and one way. You could have sensors to let drivers know if someone is stopped ahead for some reason. Hell you'd avoid frost heaves and snow plowing in the north and heat in the desert southern areas. Just have to make sure the drivers have plenty of fuel before entering the tunnels.
