Electric can be ok in a city, warmish climate (not too hot), the rest.... not so much

Issues are:

  • Need electricity to charge it. If electricity is off you lose communication + transportation
  • Cannot have a handy "extra fuel", for emergencies
  • Cannot charge quickly or simply (you know, someone gives you a couple of gallons of gas, to complete your journey)
  • Cold weather... battery drain FAST (car heating + extra consumptin from cold terrain)

Finally... picture this: Some major disaster, lots of electrict than needs recharge... can you have an extra truck of fuel shipped to the station ?
