Neither have I. Recently they put in about 20 of them at the smallish town Walmart. I can't believe they will continue to give away electricity for very long. I remember when every gas station have free air at the pumps for your tires.
I had thought you were required to pay, in some manner, for their use.
Now you are, but up until around the mid 80s at the end of the pump islands, coming out of the concrete were 2 hoses, one for water for your radiator, and one for compressed air for your tires. And there used to be a soft rubber air hose across the pump area that made a bell ding, so the attendant would run out and pump your gas, check your oil and wash your windshield. That was the first job for a lot of high school kids.

I mean the charge for using electric chargers. A quick survey suggests there's a per-kWh rate at most chargers, or a set fee for use at others.
Most of the places around me still have the free air pumps, assuming they have one. As far as water for your coolant system, that's not needed anymore because the recovery tank captures overflow and saves it. Older cars simply puked it out the top when the coolant expanded. I wouldn't want to put straight-up water in my car anyway, the coolant has to be able to withstand higher temperatures in a modern engine, and not freeze at the same time when it's 15F (like today.)
I also don't want Tyrone fucking with my car, so I'll pump my own gas.
